Environment cell works at State Level under the
Department of Environment, Forest and Climate Change
with its office establishment at dept. headquarters in
‘0’ point tinali, Itanagar. There are several state
level and national level ongoing projects being handled
by environment cell with the assistance of technical
officers. The office Environment & Climate Change
branch is headed at state level by Shri S. Rajesh,
Chief Conservator of Forest (CCF), Environment &
Climate Change and under its ambit Environment cell
is headed by Director Shri Dohu Robin. Apart from this,
several technical officials work under Director,
Environment to look after different projects. Information
about some projects and associated officials in
environment cell is given below:
1) Environmental Information Awareness Capacity Building and
Livelihood Programme (EIACP):
Realizing the importance of Environmental Information, the
government of India, in December 1982, established an
Environmental Information Awareness Capacity Building and
Livelihood Programme (EIACP) (Erstwhile ENVIS) as a planned
programme. EIACP is a decentralized system with a network of
distribution-oriented centers ensuring integration of national
efforts in environmental information collection, collation,
storage, retrieval and dissemination to all concerned.
Presently the EIACP network consist of focal point at the
Ministry of Environment, Forest & CC. EIACP centers setup in
different organizations in the country in selected areas of
environment. In Arunachal Pradesh it is handled in
Environment cell by team of following officials:

2) Shri Tanu Siram, Information officer
3) Shri Padam Sonar, IT officer
4) Shri Ani Dai, Data Entry Officer
2) National Mission for Sustaining the Himalayan Ecosystem (NMSHE):
National Mission for Sustaining the Himalayan Ecosystem (NMSHE)
is one of the eight missions under the National Action Plan on Climate
Change (NAPCC). NMSHE is a multi-pronged, cross-cutting mission across
various sectors. It contributes to the sustainable development of the
country by enhancing the understanding of climate change, its likely
impacts and adaptation actions required for the Himalayas- a region on
which a significant proportion of India’s population depends for sustenance.
NMSHE seeks to facilitate formulation of appropriate policy measures and
time-bound action programmes to sustain ecological resilience and ensure
the continued provisions of key ecosystem services in the Himalayas.
NMSHE intends to evolve suitable management and policy measures for
sustaining and safeguarding the Himalayan ecosystem along with developing
capacities at the national level to continuously assess its health status.
In Arunachal Pradesh, the mission is taken care by following officials of
Environment cell of the department:

3) National Plan on Conservation of Aquatic Ecosystems (NPCA):
The conservation and wise use of wetlands figure significantly in
various policy commitments. The National Environment Policy of 2006
identifies wetlands as components of 'freshwater resources' and
recommends integration in developmental planning, management based
on prudent use strategies, promotion of ecotourism and implementation
of a regulatory framework. The National Water Policy (2012) also
recommends adoption of a basin approach for water resources management,
and identifies conservation of river corridors, water bodies and associated
ecosystems as an important action area.
In February 2013, considering the need for a common approach to the
conservation and management of wetlands and urban and
peri-urban lakes, the Union Cabinet decided to merge
the schemes into a unified scheme entitled 'National
Plan for Conservation of Aquatic Ecosystems' (NPCA) to
enable the application of uniform policy and guidelines
and promote an integrated and multidisciplinary approach
with a common regulatory framework. Miss Laxmi Linggi, Research Associate,
NPCA has been working on the project from Environment cell of the department.
