For the sake of convenience of forest administration, the State is divided into 4 territorial units called as Circles. Each circle is headed by an officer of the rank of Chief Conservator of Forests (CCF). Each circle has number of divisions under its administration. Circle level office acts as intermediate link between head office at the State level and Division office at district level.
Western circle administers forest divisions located on western boundary of the State. Western Circle is the largest circle under forest administration of the State. The Circle has a total of 10 divisions under it including Eaglenest WLS, Sessa Orchid Sanctuary, Tale WLS as major wildlife areas. The office of Western Circle officer is located at Banderdewa, Papum Pare district. The Divisions under this circle are:

Central circle administers forest divisions located in the central part of the State. The Circle has Mouling NP, Yordi Rabe Supse WLS, Daying Ering WLS, Kane WLS as major wildlife areas. The office of Central Circle officer is located at Pasighat, East Siang District. The Divisions under this circle are:

Eastern circle administers forest divisions located in the Eastern boundary of the State. The Circle has Kamlang Tiger Reserve, Dibang WLS, Mehao WLS as the major wildlife areas. The Circle also has Dihang Dibang Biosphere Reserve. The office of Eastern Circle officer is located at Tezu, Lohit District of Arunachal Pradesh. The Divisions under this circle are:

Southern circle administers forest divisions located in the Southern and South-Eastern boundary of the State. The Circle has Namdapha NP as major wildlife area. The office of Southern Circle officer is located at Deomali, Tirap District of Arunachal Pradesh. The Divisions under this circle are:
