The Department


Priorities for the department: In the changed scenario, the role of Forest Department has become more important and the development of forestry sector in the State has to balance between two seemingly conflicting goals, one to increase their contributions to socio-economic development of the State and second, to maintain ecological & environment security. Following priorities can be identified in the forestry sector for sustainable development.
(a) Improvement and strengthening of institutional arrangements.
(b) Development and adoption of improved plantation techniques for increasing forest productivity.
(c) Use of modern technologies such as remote sensing, GIS and creation of database and updating of forest inventory.
(d) Participatory forest management and involvement of communities.
(e) Integrated approach to fulfill the need of the people. During 9th Plan, due to constraint of fund under State Plan the department has not been able to implement the plantation programme at desired level. Despite the low allocations the Department of Environment and Forests has always strived hard to fulfill its mandate. During the 10th Plan also, to achieve the above outlined objectives in conformity with the mandate and priorities of the department and within the fund earmarked for this sector the Department of Environment and Forests proposes to carryout various development schemes.


1. Restoration of vegetative cover for Soil and water conservation and amelioration of the environment besides augmenting local economy.
2. To carry out survey and enumeration of the forests for preparation of scientific management plans/Working Plans and for demarcation of forest boundaries.
3. Forestry extension and to create awareness among local people to seek their participation in conservation, protection and development of Forests and Wildlife.
4. Social Forestry programmes through distribution of seedlings and creation of Apnavan through involvement of people.
5. Strengthening of Forest Protection measures including protection against fire and other illegalities.
6. To conduct and coordinate forestry research.
7. Intensification of scientific management of the forests for sustainable optimum yield.
8. To improve and extend protected are network for conservation, protection and development of Biodiversity and Wild Life.
9. To process and manage vast information/date being generated related to activities of the department, it is necessary to evolve appropriate information and data base system, taking benefit of computers, Photo copiers, fax machines, Internet etc. to facilitate taking timely decision/corrective action.
10. To manage forest resources properly, human resource development by enhancing the skills and abilities of different functionaries in the department through periodic training has assumed greater importance in the present more challenging situation.
11. Considering the importance of preserving and enhancing the quality of environment, various laws and rules to protect forest, wildlife and environment have been enacted. The enforcement of these multifarious laws has increased the work and responsibility of the forest department considerable and, therefore, it needs to be adequately strengthened in terms of manpower, equipment and facilities.
To achieve the above objectives and the mandate, appropriate schemes and programmes, envisaged to be undertaken during 2004-05 by the department, have been framed which are detailed as below-

1. Directions and Administration:

1.1 Objective: The Department of Environment & Forest is an old establishment being in existence for more than 50 years and is engaged in preservation and conservation of rich fauna and flora of the State. This scheme proposes to intensify the forest management activities of the department by strengthening the existing establishment and field-based information. For effective protection we need to develop and maintain appropriate communication network, equipment & vehicles, computers, fax machines, wireless systems, office automation etc to increase the efficiency and connectivity between the PCCF office, circles, territorial divisions and other units. This scheme is formulated in such a way that it increases the overall efficiency of the forest department and will help in making forest administration more transparent and responsive.
1.2 Achievement upto date: Creation of post-1675nos, payment of salary, wages, T.E. of Staffs, maintenance of vehicles, other office expenses & purchase of vehicles at an expenditure of Rs. 3357.22 lakes only was achieved.
1.3 Target for 2004-2005: Salary/ TE for 315 posts, creation of 7 posts, maintenance of vehicles, purchase of venicle-2nos and office expenses. The total plan allocation for this scheme is Rs. 400.00 lakhs.

2. Forestry Research:

2.1 Objective: Scientific management of complex forest eco-system needs the back up of proper scientific information. Long-term research on silvicultural aspects of forest tree species is required to increase the overall forest productivity and maintain the ecological process. To improve the productivity of forests, the pre-requisite is good quality seeds and planting stock. Seed orchards and the modern biotechnological techniques such as tissue culture, are essential for mass propagation of quality planting material. Forest being a dynamic eco-system with long growth period as compared to shorter rotation of agricultural or horticultural crops, requires long term studies on growth parameters, inter-species interactions and impact of various factors such as climate, soil, diseases etc. In view of the importance of research for long term sustainable management and conservation of our forest resources, State Forest Research Institute has been established at Itanagar with five Field Stations and seven Research ranges to conduct research and provide technical support for better forest management.
2.2 Achievement upto date: Creation of post-82nos, Vana-Vigyan Kendra-1no at Chessa, Metrological station-11 nos, Establishment of SFRI at Chimpu, on going research projects were continued. Seed orchards, and sample plots were maintained, Conservation, Development, Research and commercialization of orchids, maintenance of infrastructure, publication of Forest Bulletin and scientific reports and training programme were undertaken at an expenditure of Rs. 728.32 lakhs.
2.3 Target for 2004-2005: On going research work on Silvicultural aspects, forest genetics, zoology, soil science, forest ecology, tree breeding orchids, medicinal plants, wildlife etc. at Itanagar and in field stations at Chessa, Namsai, Tipi, Bomdila, Dirang and Karsingsa, conduction of training programmes etc, will be carried be out at an outlay of Rs. 39.50 lakhs.

3. Human Resource Development & Training:

3.1 Objective: For proper and scientific management of our forest and wildlife resources, there is need of well-trained manpower. Constant up-gradation of skills and technical knowledge is needed to implement latest technologies. Forest officers of Forest Ranger and above level are trained at National level institutes while the frontline staff is being trained at Arunachal Pradesh Forest School. The Arunachal Pradesh Forest School, imparts training to Foresters and Forest Guards with a view to develop technical knowledge about forestry and it’s allied subjects. The numbers of trainees in the school have increased considerably and female officials are also being recruited. The curriculum and issues related to the subject have expanded considerably. It is not possible to cope up with the requirement of training of forest executive staff within the available infrastructure. The residential and office buildings need improvement and new buildings need to be built, hostel need up gradation and hostel for female staff is required to be built, modern teaching gadgets and equipments, modern nursery, mist chamber, green house etc are very essential for not only to train and educate the staff for better management of forests but also to keep the AP Forest School updated and better equipped to meet the requirement of training.
3.2 Achievement upto date: Creation of post- 11nos, establishment of Training school – 1no, Training of forest officials at APF school, training of Officers and maintenance of 5 ha. Of plantations was undertaken at a total cost of Rs. 143.89 lakhs.
3.3 Target for 2004-2005: Training of frontline staff at APFS and maintenance of 3ha. Plantation, training of officers and staffs, etc. are proposed at an outlay of Rs. 5.00 lakhs.

4. Forest Protection:

4.1 Objective: Forests are an open resource and are exposed to illegal exploitation, fires, encroachments, poaching and other unlawful activities. The vast expanse of forests of Arunachal Pradesh with treacherous terrains, numerous rivers and streams and inaccessible areas can not be protected unless a better communication network is established with fast moving ability of the protection squads armed with weapons and legal back up. This also needs to be backed up by a proper extension strategy to create awareness amongst people to preserve and conserve the forests.
4.2 Achievement upto date: Creation of post-19nos, protection of forests & mobile duty, purchase of vehicles, salary, TE, wages, development and maintenance of 3 number mobile squads, organizing awareness programme, purchase of Motor Cycles etc. at an expenditure of Rs. 547.58 lakhs was achieved.
4.3 Target for 2004-2005: Salaries of 19 posts, maintenance of 169 check gates, timber depot-39nos, maintenance of 58 nos. motorcycles and 22 nos. vehicles and completion of spill over works at an outlay of Rs. 60.00 lakhs proposed to be undertaken.

5. Working Plan:

5.1 Objective: Large tracts of Unclassified Forests in the state still remain un- surveyed and settlement of rights and ownership has not been done. For Reserve Forests the traditional methods of survey and settlement has been applied to develop a forest management plan. However, it is now imperative to utilize the modern technology for preparing forest management plans by application of Remote Sensing, GIS Inventory methods, Micro planning etc. Any delay in preparation of Working Plans shall have an adverse impact on the economy of the State. The task of preparation of Working Plans of all forestry divisions in the States has also assumed greater importance in view of the directions given in this regard by the Supreme Court.
5.2 Achievement upto date: Survey & enumeration-32,842SqKm, Creation of post – 20nos. purchase of stores & equipment, printing or Working plan Books maintenance of vehicles, purchase of vehicles was achieved at a total expenditure of Rs. 620.23 lakhs.
5.3 Target for 2004-2005: Survey & Enumeration – 1000sq km & Survey of NTFP, Maintenance of assets etc. will be taken up at a total outlay of Rs. 40.00 lakhs.

6. Anchal Reserve Forest/Village Reserve Forest:

6.1 Objective: This unique forest management scheme was started in the year 1976 to manage the community owned forests by the Forest Department and the profits/benefits accrued from such forests is shared in 50:50 ratio between Anchal/village communities and the Department.
6.2 Achievement upto date: Creation of post-4nos, Creation of plantation-877ha, Survey and Demarcation etc. at an expenditure of Rs. 96.38 lakh, was carried out.
6.3 Target for 2004-2005: Creation of plantation-220ha, & tending of plantation – 193 ha at an outlay of Rs. 9.30 lakhs is proposed to be undertaken.

7. Forest Regeneration:

7.1 Objective: Management of natural forest is becoming increasingly more intensive with improved planting stock, better quality seeds and standardized nursery practices. Programmes of forest regeneration are initiated to create and expand forest resource base for ecological and environmental stability and sustained yield. Over exploitation and illegal activities have depleted the forest resources of the state. To maintain and improve the forest productivity, regeneration of forests in worked over areas, degraded and damaged areas (due to fire, floods, erosion etc.) is to be carried out through Aided Natural Regeneration (ANR) or by raising plantations on highly degraded sites. The Supreme Court in their order Dated 22/09/2000 in 1-A. No.424 in WP (civil) No 202 of 1995 relating to conservation and protection of Forests, have also directed that regeneration should commensurate with the felling of trees to the extent stipulated in the Working Plans. Hence if harvesting of timber to earn revenue is to be continued, it is imperative for the State Government to allocate adequate funds for regeneration of Forests to avoid further depletion of Forests.
7.2 Achievement upto date: About 62,814.5 ha plantations have been created through afforestation and 33,825 ha area has been regenerated through ANR and tending of plantations at a cost of Rs. 3812.67 lakhs, has been achieved.
7.3 Target for 2004-2005: During the current year-3718ha creation of plantations (ANR-1486 ha and Afforestation -2232 ha) & advance work of 2887ha will be done. Besides this about 2946.50 ha plantation created through afforestation between 2001-02 to 2002-03 and 2397 ha regenerated through ANR during 2002-03 will be tended at a total outlay6 of Rs. 244.90 lakhs as per approved working plan prescriptions

8. Forest Extension and Publicity (Apna Van/Avenue & Strip plantation/ Distribution of Seedlings /Recreation Forestry/Public Awareness Programmes):

8.1 Objective: The people living in rural areas in and around the forest depend on forests for their day-to-day livelihood. Meaningful participation of these people will help not only in solving their problems but will also help in preservation and protection of forests. The support of people in protecting forest and promoting forest conservation is critical as a long-term management strategy. To create an interest and involve local people in raising forest trees for economic, ecological and aesthetic benefits, two schemes namely Apna Van and Social Forestry are being implemented in the state.
8.2 Achievement upto date: 15478ha plantations were created, nursery-23nos, MIBIT-II-26nos, MIBT L/shed – 26nos in Apna Van Scheme were achieve at an expenditure of RS. 671,44 lakh. Under Avenue & Strip plantation, creation of post-44nos, creation of plantations -10, 160 ha, and to promote tree growing about 86.80 lakhs seedlings were distributed to the people and Institutions at an expenditure of Rs. 1509.87 lakhs Under Distribution of Seedlings – 2,50,000 nos seedling distributed to the people & institution at an expenditure of Rs. 6.93 lakhs. Under recreation Forestry scheme, creation of park – 83 nos, Botanical garden-5nos, coffee house-1no, besides maintenance of existing parks, lawns and gardens at an expenditure of Rs. 1090.93 lakhs done. Under Publicity and Public awareness scheme observance of National and Forest festival at an expenditure of Rs. 44.08 lakhs was carried out.
8.3 Target for 2004-2005: About 300 ha plantation (Part) to be created during 2004-05 Rs.4.50 lakhs under Apna Van scheme. While under Avenue & Strip plantation- 15 ha plantations raised during 2001-02 & 2002-03 will be tended & 200 nos Avenue plants raised at an outlay of Rs. 4.55 lakhs. Under distribution of Seedlings 2.50 lakhs now sapling will be raised for distribution to the people at total outlay of Rs.7.25 lakhs. The parks and gardens created for recreation purpose in various divisions will be maintained including, special mai9nt. of park – 1no and security fencing at I.G park etc and completion of spill over works at a cost of Rs. 124.50 lakhs. In addition Rs. 5.30 lakh will be spent on awareness and education (publication of brochures, posters and national/state level forestry celebrations o9f Vanmohotsavs and production of film etc.). The total outlay under Forest extension & publicity is Rs. 146.10 lakhs.

9. Buildings and approach Roads:

9.1 Objective: To take upto any development work in inaccessible areas, proper road network is required. Communication is also needed for effective protection and carrying out survey and demarcation works. The department is also facing acute shortage of residential and office buildings. As new posts and divisions are being created, there is an urgent need to construct adequate number buildings for the smooth functioning of the department. Moreover, many of the buildings are very old and need proper maintenance.
9.2 Achievement upto date: Construction of residential and non-residential Building – 2599nos and maintenance of existing Building at an expenditure of Rs. 2976.93 was carried out. Under Forest road scheme about 1032 Km roads were constructed and maintenance of existing network of roads was undertaken at an expenditure of Rs. 577 41 lakh.
9.3 Target for 2004-2005: Completion of sill over works and maintenance of existing forest roads/ bui lding will be undertaken at an outlay of Rs. 64.45 lakh.

10. Biodiversity and Wildlife Conservation and Protection:

10.1 Objective: Wildlife constitutes an integral part of forest ecosystem. The state is very rich in wild life resources due to occurrence of extensive forest cover and varied forest types. To Protect the rich wildlife heritage and to implement the provision of the wildlife (Protection) Act, 1972 and to create awareness among people for wildlife protection and conservation, this scheme is being implemented in two parts i.e. Protected are network management which includes management of National Parks and Sanctuaries and Management of Zoological Park.
